Challan : Traffic Prahari – Citizen-Led Traffic Enforcement for Safer Roads

The Traffic Prahari (or “Traffic Sentinel”) initiative, relaunched by the Delhi Traffic Police on September 1, 2024, transforms ordinary citizens into proactive guardians of road safety. Built upon the earlier Traffic Sentinel Scheme, this modern iteration empowers residents to report traffic violations in real time using a streamlined mobile app, actively engaging them in enhancing road discipline.

How It Works

  • Download & Registration: Users install the Traffic Prahari app via Google Play or the App Store. Registration is quick: users verify their mobile number via OTP and can optionally provide an email ID.

  • Report a Violation: Upon witnessing a traffic offence — whether it’s jumping a red light, wrong-side driving, illegal parking, riding without a helmet, road rage, or unsafe overtaking — users capture a photo or video using the app’s in-app camera. The app automatically stamps the submission with accurate date, time, and GPS location.

  • Verification → Action: Each submission is screened by Delhi Traffic Police. Verified cases result in the issuance of official challans (penalty notices). Users can track the status of their report within the app.

Impact & Scale

Since the relaunch:

  • The app has generated an impressive 1,400–1,500 traffic challans issued daily from citizen reports alone.

  • Over 10,000 complaints have been filed by citizens, with the most common violations being helmetless riding, illegal parking, and wrong-side driving.

  • In a six-month period ending January 2025, out of 22,000 reports, 9,941 were verified and acted upon. Roughly 53% of these were for riding without a helmet, and 21.8% for parking violations.

Incentives & Motivation

To boost engagement, the initiative offers monthly cash rewards for top contributors:

  • 1st place: ₹50,000

  • 2nd place: ₹25,000

  • 3rd place: ₹15,000

  • 4th place: ₹10,000
Communities have taken notice — proactive users even form WhatsApp groups to monitor specific areas and optimize reporting.

User Experience—Praise & Criticism

Positive Highlights:

  1. Reddit user shared: Used the Delhi Police’s (terribly designed) app to record a bunch of violators… Super satisfying to look up these numbers later and see fines slapped on them.”
  2. Reported Issues: Several users have mentioned bugs such as inability to upload videos from the gallery, poor user interface, and real-time-only video capture requirements making reporting difficult while driving. In some reported cases, citizens said complaints were ignored or resulted in no action — one user noted that a complaint about illegal parking at a certain spot remained unresolved even after 59 days.

Conclusion

Delhi’s Traffic Prahari initiative successfully taps into civic responsibility, harnessing everyday smartphones to help enforce traffic laws more effectively. Through real-time citizen reporting, automated verification, and attractive rewards, it bridges the gap between limited ground enforcement and growing traffic challenges.

Despite some technical and procedural hurdles, the initiative marks a bold step toward participatory urban governance and safer roads. Its fusion of technology, public involvement, and law enforcement offers a compelling model for other cities.
