  • Public Data Office (PDO): These are small shops or businesses offering Wi-Fi to users without needing a license or government fees.

  • Public Data Office Aggregator (PDOA): They manage the network of PDOs, handling technical processes like authentication and accounting.

  • App Providers: They develop mobile apps for users to discover and connect to nearby PM-WANI Wi-Fi hotspots.

  • Central Registry: Managed by C-DoT (Centre for Development of Telematics), it maintains a directory of all registered PDOs and app providers.

This structure ensures fast rollout without requiring heavy government investment in infrastructure.
